15. DEPT. OF ANIMAL HUSBANDRY AND VETERINARY SERVICES -2020-21 In Mysore district, farmers depend on animal husbandry activities as a major subsidiary occupation along with agriculture. In this regard the Department of Animal Husbandry and veterinary Services, Mysore district is helping the farmers to conserve and increase the animal wealth there by to improve their production. This will not only improve the economy of the farmers induvidualy, but also helps in cross breeding programme through artificial insemination where high quality imported and cross breed semen is used to increase milk production in cattle and buffalo. Poultry rearing, sheep/goat rearing, scientific dairying, calf rearing and fodder production are the major fields where department is conducting training and implementation of programmes to help the farmers. The department of animal husbandry with the help of Zilla Panchayath, Mysuru has been implementing various schemes for the benefit of SCs, STs, small and marginal farmers, landless agriculture labourers, financially backward people and women. Department takes maximum responsibility in delivering these schemes to the deserving beneficiary for their upliftment. The most popular programmes of the department are SCP, TSP, animal health camps, giriraja poultry disrtibution rearing and fodder development activities. As per 2019, 20th animal live stock census Mysuru district animal population is 9,33,298 (Cattle-4,92,598, Buffalo-21682, Sheep-203463, Goat-208206, Pig-7349) and the district has a poultry population of 30,95,800 There are 188 veterinary institutions rendering services to the farmers of the district. In addition to this there are 7 mobile veterinary clinics working, for the treatment of animals in rural villages. A district Multi Speciality Hospital functioning at the district head quarters is of great help to the farming community to avail the advanced treatment for their animals through Pashu Sangevini Vehical / Clinic to farmers door step. In the department of Animal Husbandry and Veterinary Services, Mysuru district, there are 750 sanctioned posts across all the cadre of which 436 posts are filled as on date and 314posts remain vacant. The details of vacant posts are as below. 1. Assistant Director - 05 2. Veterinary Officer - 29 3. Livestock Development Officer - 00 4. Livestock Officer - 05 5. Senior Veterinary Inspector - 11 6. Veterinary Inspector - 01 7. Veterinary Assistant - 67 8. Lab Assistant - 01 9. Driver - 07 10. ‘ D ‘ Group employee - 184 It is observed that if these above vacant post are filled at the earliest, better veterinary services can be provided to the public. There are 102 drawing and disbursing Officers working in various institutions of the district. Due to acute shortage of clerical staff in the district Office of the department, timely audit of all the offices are not being done. It has not been possible to attend to the previous audit observations. Still efforts are being made to attend to these major observations in time. In spite of this shortcoming in the last 4 years, 34 Offices have been audited and “ No Dues ‘ certificates issued to the retiring Officers. In this period various trainings have been conducted to around 60 Officers and 65 staffs of the department. In the current financial year a sum of Rs.670.15 lakhs for the Zilla Panchayath programmes and Rs.2653.24 lakhs for the Taluk Panchayath programmes thus amounting a total of Rs.3323.39 lakhs has been released and the department has spent an amount of Rs.3265.25 lakhs. Under the State sector plan, an assistance of Rs.56.38 lakhs has been released of which Rs.56.38 has been spent. Progress Report: For the year 2020-21, the department of Animal Husbandry and Veterinary Services, Mysuru district achieved an outstanding progress rendering services to the farmers and public. The department progress is summarised as follows. 1. Out patient treatment - 11,24,609 2. Castration - 43,370 3. Drenching of dewormer - 5,34,845 4. Foot and mouth disease vaccination - 4,41,157 5. HS vaccination - 6,381 6. Ranikhet disease vaccination - 3,50,696 7. Black Quarter vaccination - 1,44,065 8. ET vaccination - 4,09,757 9. Infertility camps - 88 10. Artificial Insemination - 1,32,420 11. Pregnancy confirmed animals - 1,16,205 12. Calf born – Male-17,509 - 34,122 Female-16,613 Major projects, targets and its achievements: 1.Buildings: In Mysuru district, Veterinary institutions which have their own their buildings are periodically repaired based on priority through the Zilla Panchayath engineering department. In the year 2020-21, ZP released a sum of Rs.59.75 lakhs towards this work which has been efficiently used to repair 29 buildings belonging to various institutions of the department. 2.Medicines, chemicals and equipments supply: The Artificial Insemination programme being conducted in the department, various equipments required like Cryocan to store Semen straws and Liquid Nitrogen, AI equipments, and Liquid Nitrogen is purchased and supplied to the entire district under this project. Medicines required for deworming of animals, for treatment against infectious and contagious diseases are regularly required by the institutes. In the present year, a sum of Rs.100.50 lakhs was released towards this from the Zilla Panchayath which has been completely utilized. 3.Rearing of Giriraja birds: (Under Extension Head) This is an unique programme being implemented under ZP extension head by the department Under this programme, Giriraja chicks are reared up to 6 weeks with proper immunization and care following scientific protocol. Then they are distributed to interested farmers (SC/ST/General) 05 birds to each benefiatiary . In the year 2020-21, a total of 4127 chicks were reared and rared and disributed to farmers against the set target for Rs. 4.56 lakhs thus achieving a progress of 100%. 4.Bio Medical Waste Disposal : Under this head in the year 2020-21 the sum of Rs 4.00 lakhs released. The Bio Medical Waste disposal coming from 181 Veterinary Institutions of the district disposed through agency thus achiving a progress of 100%. 5.Infertility Camps: The cattle infertility camps conducted in various villages of the district has helped farmers. Milch animals which fail to conceive in time are treated with advanced treatment protocol and supplements in the camps. For this purpose Zilla Panchayath has released Rs.20.00 lakhs in the year 2020-21. The department has completely utilised this amount in purchasing the required medicines. In the reporting year, a target of 80 infertility camps was set and the department conducted 88 such camps in the district benefitting the needy farmers. 6.Mobile Veterinary Clinics: Veterinary Services are required in each and every village inhabited by animal population. To provide veterinary services to most remote and far flung villages, Mobile Veterinary Clinics are established in all the taluks. At present there are seven MVC functioning in the district, providing veterinary services and treatment. 7.Fodder Development Programme: Green Fodder is an integral part of animal husbandry and dairying in particular. To increase milk production in cattle, green fodder has to be provided in all the seasons of the year. Fodder development programme is an important project taken up by the department in this regard. Hybrid fodder seed mini kits and fodder cuttings are distributed to the farmers to achieve this. In the current year, to increase green fodder production , a target of 3400.00 hectare fodder cultivation was taken up. With drought condition in the state, special emphasise was given to fodder cultivation and fodder was grown in 5,286.00 hectares setting s new milestone. 8.Rinderpest Eradication Scheme: Rinderpest is a deadly disease effecting the cattle. Under this programme, the following surveillance works were under taken in the district. a) Under village search programme, a total of 2148 villages were covered against the set target of 2171 villages in the current year achieving an overall progress of 101.01%. b) In the State high way village search programme, 228 villages were covered achieving 105.06% progress. c) In Rinderpest daily book search programme, 375 day search book were inspected. achieving a progress of 115.7%. 9.Sample Survey Scheame : Under this scheme live stock and poultry products like milk, wool , egg and meet incom will be estimated through detailse studies based on three seasonal selected village studies (Summer/Rainy/ Winter) for the year 2020-21, 113 villages target given and 113 villages were surveyed and completed with an achivement of 100%. 10.National Live Stock Mission (NLM) : For the year 2020-21, to encourage the farmers to rear Sheep/Goat/pig units under NLM Scheme a subsidy of Rs.26.81 lakhs was released to 69 benificiaries and utalized competly for the implementation. 11.Live Stock Insurance Scheme:2020-21 For the Year 2020-21, Governiment released Rs.8.99 lakhs towords Cattle and Buffallo Insurance and 1806 Cattles and Buffaloes get Insured under this Scheme 12.Subsidy to Pinjrapole and other Goshalas : During 2020-21 Rs.18.62 lakhs realeased and distributed to three Goshalas of Mysore District namely Mysore Pinjarapole Society, Sri Shivarathreeshwara Grameena Abhivrudhi Samste, Suttur, T.Narasipura, Pinjarapole society for maintainance and basic needs. 13.Under COVID-19 Dry Fodder Distribution : 2020-21 During April-2020, May-2020 COVID-19 Lockdown period to solve the live stock fodder problems 133 benificeries benifited by getting free dry fodder through NGO.
