Greetings to all,
On behalf of Karnataka Animal Welfare Board & on my behalf I extend warm thanks to Dr. Bagadi Gautham IAS, Dy. Commissioner & district Magistrate, Mysore District for providing opportunity to discuss with you all about District live stock asset, illegal transportation, slaughter, Sacrifice, marketing activities apart from its Preservation and Economic viability. Goshala creation, help and development .

Some facts :
Karnataka is blessed with world fame breeds of Cow like Amrutmahal, Halikar, Malanad Gidda, Devani, Krishnavelli, Kangyam Buffalos like Zafarabadi, Murra etc Mysore with 6,307 Sq. KM, 8 Taluks, 1344 Village, 9 Municipalities & serving 3.1 million population & 8.47 lakh Cattle, 2.98 Lakh Buffalo, 24 Elephants, 26,473 Dogs. Following is the Statement as per 20th Live Stock sample Survey
The District borders touches Kerala through its HD Kote Taluk & nearby Chamaraja nagar & Kodagu Districts. Cattle inflow towards TN & Kerala from Hassan & Mandya Districts is also a burning issue. Illegal slaughter and supply of CARCASS even to Bangalore is also reported apart from unauthorized Cattle Godwans. Bededpura in Piryapatna TQ is informed as an example of cruel and illegal Cattle loading.
Dog population estimated at 26,473 is more in Cities and need strong Anti Birth Control operations.
Karnataka Animal Welfare Board is constituted by Government of Karnataka to assist and co ordinate Live stock safety, preservation, economic development activities. We have been reported the following
1. Illegal marketing activities in District APMC Yards
2. Illegal slaughter activities in different parts of Mysore City and Taluks
3. Illegal transportation of Cattle crossing Mysore roads towards Kerala via Chamnagar & Kodagu.
4. Strengthening of Animal Welfare & Safety System through strong DSPCA.
Statutory Acts & Rules- Constitution of India
• Articles 48, 48-A and 51-A(g) of the Constitution read as under :-"48. Organization of agriculture and animal husbandry. The State shall Endeavour to organize agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds, and prohibiting the slaughter, of cows and calves and other milch and draught cattle.
• 48-A. Protection and improvement of environment and safeguarding of forests and wild life. The State shall Endeavour to protect and improve the environment and to safeguard the forests and wild life of the country.
• Fundamental duties 51-A (g)..It shall be the duty of every citizen of India to protect and improve the natural environment including forests, lakes, rivers and wild life, and to have compassion for living creatures;"

Statutory Acts & Rules
• • Karnataka Prevention of Cattle Slaughter & Preservation Act enacted in 2020 providing complete security to Cow progeny & also Buffalo below 13 years.
Indian Penal Code 429 puts rigorous punishment on mischief by killing, poisoning, maiming or rendering useless any elephant, camel, horse, mule, buffalo, bull, cow, or ox.
• Prevention of Cruelty Act of 1960) was enacted to prevent cruelty to animals and its Rules regulates Transportation of Animals, Slaughterhouses, Establishment of Societies for Providing Compassion to Animals (SPCA) etc.
• PCA (Transport of Cattle on Foot) Rules, 2001-PCA (society for prevention of Cruelty to Animal) SPCA Rules, 2001- PCA ( slaughter house ) Rules, 2001- PCA (Transport of Cattle) Rules 2001
• Karnataka Motor Vehicle Rules and union Motor Vehicle Act have restricted transportation of these animals and apart from different provisions each animal has to be provided 2 Sq. Meter space I e. loading of more than 4 Cattle in a vehicle is illegal.
• RULE 74 of Karnataka Motor Rules, 1989 . has stipulated special permits, Speed regulation, Special body Fodder, Water, medicine arrangements apart from 2 Sq. Mtr space for each animal this provision restricts the loading of 4 to 5 animals in each truck. BUT more than 10 thousand Trucks are reported crossing inter state Boarders every month carrying more than 15-25 animals a visible crime un booked.
• Indian Wildlife Protection Act, 1972 restricts transportation, rearing and crossing of forest area of Livestock.
• Karnataka Agro Produce Marketing (APMC) Act has classified these animals under Schedule A ensuring legal transaction. Proper license is required to transect Cattle.
• Karnataka Municipality Act Sec.87,91, 226,228. 232,242,243,244, 246, 251, 256,257,324 deals with Animals, slaughterhouse, illegal slaughter places. Health & hygiene
• Cr.PC Code 43. Arrest by private person and procedure on such arrest.
Do you know, Sir,?
1. Purchase of Cattle can be seen every week at Hunsur, T. Narsipur, Nanjangud, Gadige etc APMC Yards in violation of Karnataka APMC Act and also loading in Trucks towards local slaughter houses and to Kerala.
2. Trucks loaded with 25-30 Cattle in violation of Karnataka Motor Vehicle Rules, PCA ACT, IPC 429, Transport of Animal Rules etc., entering in Mysore from Hassan & Mandya Districts.
3. Trucks carrying Animal Health Certificates issued by Animal Husbandry & Vet. Services officials in violation of Karnataka Prevention of Cow Slaughter & Cattle Preservation Act, Transport of Animal Rules & PCA Act
4. Illegal cattle godowns and slaughter places in areas like Mohmad Sait block, Kaisre, Bedanpura in Priyapatna Tq. In violation of Karnataka Municipality Act.
5. Transportation and sale of uncertified Carcass can be seen in whole district in violation of Karnataka Municipality Act
Attention of learned Police, APMC, AH&VS, Transport, Municipal Administration, Forest etc officials is to be drawn to take the cognizance of all above CRIMES and crack down. A Task Force under the leadership of Dy. Commissioner and with participation of all above District officials is advised.
1. Animal Husbandry Department shall ensure that no Animal Health Certificates are issued in violation of above Acts and also take action/ report to concerned District officials on finding the same. Dy. Director being Member Secretary of Mysore SPCA shall convene meetings regularly.

2. APMC officials shall implement the Directions of Director APMC Circular Sl. No. KM:33Rule 99 Dt.16.4.99
3. Regional Transport Officers shall check Trucks carrying Cattle in violation of Karnataka Motor Vehicle Rules and report the matter for seizure to nearest Police Station. Appropriate action shall be initiated against violating Vehicle & drivers.
4. Municipal Commissioner / Officials shall check illegal slaughter places in also Cattle gowdons. Municipal Health officials shall check and restrict sale of unstamped Carcass. The source of unstamped Carcass at Meat shops can lead us to illegal slaughter places.
5. Forest officials shall check the Cattle carrying trucks crossing respective Forest Areas and also on walking under Wildlife Protection Act and report to nearest Police Station if they find violation of other above Acts & rules.
6. Police officials have to play vital role. One side they shall provide required security to all concerned officials. Motivate their intelligence wing to get feedback. Act on complaint and reports from Animal lovers. Book Cases under above mentioned Acts sand Rules. Investigate the matter in depth and reach to the actual consignee and consignor.
7. Revenue officials viz. Tahasildars, Panchayat Development officials shall keep watch in their respective areas on animal related crimes, slaughter places, vehicles, meat shops and seize / report to concerned officials for necessary action. Encroachment on Gomala land shall be identified and eviction proceedings shall be initiated
8. Following the Statutory requirement, Mysore District SPCA was established 18 years earlier and was recognized by AWBI in 2006. A office was also provided by then CEO ZP & Ex officio Chairman which was demolished for the construction new Building. The 1st requirement is a office and deputation of some officials. A public announcement regarding functioning of SPCA and inviting members is also requirement of the Day. Its Bank Details & Balance Sheets along with Activities Report has to be submitted to Animal Welfare Board of India. Regular monthly meetings and activities are also required to stop it defunct. If Respected Chairman - Deputy Commissioner is unable to provide time than Vice Chairman or Member Secretary can preside and submit Minutes of the Meeting to Chairman.
