We have gone
through the recommendations and are disturbed on unconstitutional and unmindful
suggestions particularly as given in
Paragraph 12.3.1 as under
12.3.1 Since slaughter is a state subject, the
actual processing of meet for exports as well as for domestic demand follow the
law of the individual states, which are at variance with each other. The
country needs to have consistent and uniform slaughter policy across different
states to make industry competitive. There is existing ban on BEEF EXPORTS;
therefore it is necessary to revise the
EXIM Policy to allow BEEF ………
Sir, Oxford Dictionary BEEF defines as the
flesh of a cow, bull, or ox, used as food This flash can be obtained only
after slaughtering Cow, Bull or Ox & than only can be exported.

Principle Articles 48. Organization of agriculture and animal husbandry. The State shall Endeavour to organize
agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds,
and prohibiting the slaughter, of cows
and calves and other milch and draught cattle.
In accordance
of above EXIM Policy has banned the
export of BEEF here as under

of cow progeny is beyond tolerating at any cost.
Planning
commission is working very hard and providing yeomen service to NATION and
Livestock particularly Cow Progeny is not only attached with public sentiments
BUT central pillar of rural economy, Employment, women empowerment,
environment, health & hygiene, GDP of Nation. We hereby quote 11th Plan as under

1.78 Livestock
plays an important role in Indian economy and is an important sub-sector of
Indian agriculture. The contribution of livestock to the GDP is about 4.5% and
the sector employs about 5.5% of the workforce. Livestock provides stability to
family income especially in the arid and semi-arid regions of
the country and is an insurance against the vagaries of nature due
to drought, famine, and other natural calamities. Major part of the livestock
population is concentrated in the marginal and small size of holdings. Growth
during the Tenth Plan has been at the rate of 3.6%.
1.79 The
goals for the Eleventh Five Year Plan for the livestock sector would be
(i) to achieve an overall growth between 6% and 7% per annum for the sector as a
whole with milk group achieving a growth of 5.0% per annum and meat and poultry
group achieving a growth of 10% per annum;
(ii) the benefit
of growth should be equitable, benefiting mainly the small and marginal farmers and landless laborers and should benefit
poorly endowed areas like draught prone, arid, and semi-arid areas;
(iii) to provide adequate
animal health services for effective disease control;
(iv) the sector should generate additional employment opportunity to people in the rural areas
especially to the female population;
(v) livestock should provide major source of income in the selected areas having potential for
mixed crop-livestock farming system; and
(vi)
the Agriculture growth in the sector should result in the improvement of environment, specially in the rural areas.
Market opportunities have opened up for the livestock sector
following the economic liberalization. But the sector’s ability to capitalize
on new market opportunity is constrained by the availability and quality of
support services which, at present, are mainly provided by the government.
Moreover, these services are not available at the doorsteps of the producers.
There is a need to restructure service
delivery mechanism to become conducive to the requirement of the rural
livestock producers. Lack of credit for livestock production has been a major
problem. Public sector lending is very low. The strategy should be to correct
these distortions and ensure timely availability of inputs and services
including credit to livestock farmers.
Bharatiya Janata Party believes in The Constitution of India and attract
your immediate and valuable attention towards
1) above
unconstitutional suggestion / recommendation and request through your good
office to Working Group on Animal
Husbandry & Dairying to withdraw the Report/Suggestions in total, &
your good office for non consideration of such unmindful suggestions.
2) Inclusion
of development of Animal Shelters
(Gaushala) on at least TALUQ level basis
3)
Breed improvement (Not Breed conversion) and health
4) Cow progeny (products Viz; Cow dung, Cow
Urine & Milk) based industries
5) Use
of Bull power in Water suction,
Electricity Generation, Prime Mover, cultivation, Transportation to save
precious Petroleum and provide employment
6) Use
of Organic Compost and Bio Gas in agriculture and rural development
as suggested by H E EX President of
India Dr. APJ Abdul Kalam in Vision,
2020.

योजना आयोगके पशुपालन डेयरी पर कार्य समूह नेगोमांस निर्यात खोलने की सिफारिश की. यह खबर मिलने पर, भाजपा ने आपत्तिकी और योजना आयोगके अध्यक्ष माननीय प्रधानमंत्री श्री मनमोहन सिंह, उपाध्यक्ष श्री मोंटेक सिंह अहलूवालिया, राज्यमंत्री डॉ .अश्विनी कुमार, एनएसी अध्यक्ष श्रीमती सोनिया गांधी और लोकसभा में विपक्ष की नेता श्रीमती/ सुषमा सवराज , राज्यसभा श्री अरुण जेटलीआदि. सहित संबंधित अधिकारियों से तत्काल कार्रवाई और सिफारिश की भूमिका वापस लिए जाने का अनुरोध किया हम खुश हैं कि योजनाकी घोषणा आयोग ने हमारी सलाह स्वीकार किए जाते हैं और क्लर्की की गलती के नाम में पैरा 12.3.1 बदल लिया हटाए गए और घोषितकिया की गोमांस निर्यात खोलने की सिफारिश का कोई इरादा नहीं है

हमारा देश के एक प्रमुख बीफ निर्यातक है यह एक स्थापित तथ्य है कि गोमांस(बीफ)निर्यात पूरा भैंस मांस के नाम में चल रहा है . हमारे गोभक्तकार्यकर्ता पूरे देश में माफिया के खिलाफ दिन और रात काम कर रहे हैं हरसाल बीफ मांस का भारी मात्रा में निर्यात कर रहे हैं.जैसे वर्ष 2010-11 के दौरान RS.84.127 अरब के लिए 709437.485 मीट्रिक टन बीफ का निर्यात हुआ है , यह मात्रा एक करोड़ पशुओं की हत्या के बाद ही पाई जा सकत्ती है. लेकिन यह संख्या देश के कसायिखानो की संख्या, कत्ल किये गये पशुओं की संख्या, उनके क्रय आदि से मिलान नहीं करत्ती है.हम लगता है कि गोमांस(बीफ) निर्यात में प्रत्ति वर्ष बड़ी मात्रा में बहुमूल्य गोवंश का निर्मम कत्ल किया जाता है एक बड़ा माँस गिरोह, अपनी शक्तिशाली राजनीतीवोट पैसे शक्ति के साथ पैसे के लालच में देश के कानून के साथ खेल रहा है. विभिन्न स्थानों पर कई बरामदगी ने साबित कर दिया है की नकली प्रमाण पत्र के साथ मोहरबंद कंटेनर में विभिन्न राज्य सीमाओं को पार क्र्रते हुए गोमांस(बीफ),विदेशों को निर्यात किया जा रहा है यह जब भी रोका गया , गोमांस ही पाया गया माननीय न्यायालय आदेशानुसार और जब्त . कर खेप को नष्ट किया. नवीनतम 23 कंटेनर 450 मीट्रिक टन मुंबई पोर्ट पर जब्त और माननीय सर्वोच्च न्यायालय के संज्ञान में है निर्यात ही नहीं, लेकिन स्वदेशी उपभोग के लिए भी यह अत्यंत खतरनाक है. हम भारत सरकार से वध जगह के स्रोत , वध और मांग की लागत जांच करने औरअवैध वध घरों और मांस निर्यात कंपनियों पर सख्त कार्रवाई के लिए राष्ट्रीय पशुधन बचाने के लिए केन्द्रीय सरकार से पूछना और अनुरोध करते हैं
