ABSTRACT
The present scenario of the animal welfare moment is very challenging because Indian conditions of the animal use and their misuse are quite different than the western country, especially European country like UK, USA, Canada, Australia, Germany, France etc.

As per reports and documentation of the animal welfare board of India, the animal welfare moment in the country have been associated with major four action plan (awareness and education, animal rescue and health care, coordination, cooperation and support/encouragement and last one is enforcement of animals laws. It is also observed since last 30-40 years the animal welfare movement based upon  changing the attitude of the people through various sensitising programme like awareness and human education to prevent the cruality in the country by applying of animal health care and rescue operation as per requirement.

However, the decade long philosophy/action-plan has been ignored since last one decade and adopted the aggressive animal welfare activism of the western country. The result of such animal welfare formula has started to ruin the interrelationship of man, animal and environmental balance among culture, food, agriculture, small enterprises and industrial development of many areas. The great example is jellikattu protest by youngsters of Tamil Nadu state which has given the lesson to Indian animal welfare movement that western concept of the animal welfare is not viable in India and need sustainable concept of animal welfare which has already been defined in our culture and civilisation. It is concluded that if the animal welfare movement is followed by shrimati Rukamani Devi Arundel concept- change of he heart and mind will prevent the cruelty in the natural way and this philosophy will be sustainable for animal welfare movement without dividing the society and people.

The Animal Welfare Movement in the country to be launched on the basis of requirement and necessity based. Western concept  of animal welfare can not be adopted and if forced to implement in the country , the society will be divided and people would oppose due to lack of awareness. The philosophy of the animal welfare may be popularised and convinced the people , if successful sensitisation programmes are held to make an public movement which has to based upon socio-economic and culture based environmental / animal welfare techniques to transform the views and opinion public , particularly young generation
INTRODUCTION:
The Animal Welfare Board of India (AWBI) is the country’s apex body for promoting the welfare of animals. The Board was established in 1962, as per provision of Section 4 of the Prevention of Cruelty to Animals Act, 1960 (No. 59 of 1960)..
The Animal Welfare Board of India was started under the stewardship of Late Smt. Rukmini Devi Arundale, well known humanitarian, and served in the leadership of Sri Gaurishankar Mundara, Lt. Gen(Retd) Dr.AK Chatterjee, Chief Justice (Retd) Sri Gumanml Lodha and Maj.Gen(Retd) Dr.RM Kharb AVSM for last 12 years.
The role of honorable Animal Husbandry Commissioners and Director Generals of Forest as Chairman from time to time apart from Member of Parliaments and Animal Loving Members is also to be remembered at this occasion. Without the support and guidance of Honorable Ministers of Agriculture, Statistics & Program implementation, Social Justice & Empowerment and Environment & Justice in their respective periods pushed the Board to present horizon.
The Board has been the face of the animal welfare movement in the country for the last 55 years. Through its services, Board ensures that animal welfare laws in the country are diligently followed, provides grants to Animal Welfare
Some basic achievements of last 55 Years can be described here to plan for the coming years( 2017-2020).Organizations and advises the Government of India on animal welfare issues, The Board consists of 28 Members. The term of office of Members is for a period of 3 years. It is functioning from its HQ at Chennai TN with Board of Members (22) in which a Chairman and a Vice Chairman as appointed by Union government for a period of 3 years. The  Secretary on  deputation from Govt. of India and 24 – 30 officials, coordinators, Typist, Peon etc.

Highest in Rajasthan with 929, UP 400 MP 387, Haryana 277,Gujarat 257, TN 200 Maharashtra 164, AP 86  and lowest in Meghalaya with one. The Animal Welfare Board of India is perhaps single largest funding organization for animal welfare work. Out  3,200 AWOs recognized by the Board, over 1500 are Goshalas and rest are other AWOs . The AWBI is serving AWOs in all the States and Union Territories in the Nation.

·       Today whole nation  looks  towards Union Government through AWBI to stop  Cruelties on Animals i.e.  illegal animal trading, transportation, smuggling, Exploitation , slaughter and Sacrifice.
·       Every city is flooded with illegal slaughter places, unchecked, for Cruelties on Voiceless Animals and playing with the health of consumers apart from not following any Law  or Rules.
·       Illegal Sale and purchase of Animals in Millions, in violation of Union and State Acts and Rules, in Regulated Markets & APMC Yards in the Country  .
·       Rampant  interstate and international Illegal  smuggling of  animals  is going on.
Action
Apart from Statutory mandate it is  proposed  to work & stretch itself to incorporate all animal related matters helping Citizen Women empowerment, Rural Development, Health & Hygiene : viz


1. Animal husbandry/veterinary services
2. Issue of animal transport & meat
3. Slaughter houses
4. Animal farming, Animal shelters/ Rescue centers
5. Export/import of animal related drugs
6. Animal testing and laboratories
7. Animals in national parks/Zoos
8    Circuses & performing animals


All the on going activities/ programmes of the Board would be continued after evaluation of programme as per necessity and requirement in the present scenario.
It is important that the Animal Welfare Board of India(AWBI) a institution  working for Humane treatment of Animals in public interest  and  environmental safety, working together for  a proper Coordination of Central and State Departments and Schemes. It shall advise Central & State Governments about the formulation and utilization of Schemes to stop the Cruelty and suffering apart from economic viability of speechless animals which are abandoned or rendered useless.

WE will work for:
Ø  Development of Model Shelter Houses and Aadarsh Gaushalas (Rescue Homes for guidance of Gaushala). 
Ø  Development of Model Mobile Veterinary Care Units.
Ø  Developing cells for disaster management for quick response in natural calamities.
Ø  Training NGOs /AWOs in dealing with natural disasters / calamities in the Country.
Ø  To facilitate the constitution and effective functioning of SAWBs / SPCAs in all Districts of the Country.
Ø  Facilitating intensive implementation of ABC/AR Programme for controlling the street dog population and eradication of rabies in co-ordination with all State Governments / UTs.
Ø  Facilitating construction of animal shelter houses in each district of all States for stray animals with the co-ordination of State Governments / Uts. 
Ø  Encouraging for the utilisation of the by-products of cows for self-sustainability of Gaushalas such as Bio-Compost, Vermi-Compost, organic Bio-pesticides, Panchagavya, making Gaumutra extract, Biogas production, electricity production, sanitary & health care products.
Ø  Encouraging making of silage in Gaushalas to convert rough Crop fiber into protein for improving the nutrition.   Facilitating the imparting of Humane Education in schools / colleges.
Ø  creating increased sensitivity for co-existence with animals.
Ø  To initiate efforts to include animal welfare as curriculum in schools/Colleges/ Universities & Teacher Training Institutions as part of environmental education syllabus since
Ø  there is a marked increase in the incidences of man-animal conflict in society due to lack of compassion, tolerance and respect for all living beings.
Ø  Need substantial increase in the allocation of grants to AWOs to effectively promote Animal Welfare initiatives.
Ø  Scope of Humane Education Programmes needs to be expanded by introducing Animal Welfare as a curriculum in Schools/Colleges/Universities & Teacher  Training Institutions
Ø  Inhumane and illegal slaughter needs to be addressed.
Ø  Inhumane culling of animals for disease control needs to be addressed.
Ø  Inhumane and illegal transportation of animals needs to be addressed.
Ø  Animal sacrifice needs to be stopped.
Ø  Proper enforcement of Animal Welfare Laws in the Country.
Ø  Need to enlarge membership of Board so that all States have a Member in the Board to facilitate Animal Welfare   initiatives.
Ø  Need of more stringent Animal Protection Laws to deter potential animal abusers.
Ø  Regulation of Pet Shops, for which the Pet Shop Rules drafted by the Board needs to be notified.
Ø  Regulation and control of Pedigreed dog breeders for which the Dog Breeding Marketing and Sale Rules drafted by the Board need to be notified.
Ø  Aquarium and Fish Breeding Rules drafted by the Board need to be notified. 
Ø  Creation and activation of State Animal Welfare Boards and District SPCAs in each District and their funding by respective State Govts. is required to promote animal welfare all over India.
Ø  The Souring Relations between AWBI and Govt. needs immediate improvement and  should be based on mutual trust and building up of Confidence amongst all . Healthy and Harmonious relations to be built by exchange of Information so that  there is no Communication gap  to Implement Govt. Policies.



PRIORITIES  GOSHALA DEVELOPMENT


a)   STRENGTHENING GOSHALAS: Strengthening Goshalas , Gosadans and Panjarapoles will be top priority..
b)   CHECKING CRUELTIES AND OFFERING WELFARE MEASURES :Checking cruelties and offering welfare measures on cows & its progenies in particular will be an important task.
c)   INSPECTION OF SLAUGHTER HOUSES: Inspection of slaughter houses and its regulation will be imported.
d)   ENCOURAGING THE INDIGENOUS BREED: Encouraging the indigenous breed and natural breeding system in Goshalas will be emphasised .
e)   ENCOURAGING THE  PRODUCTION AND MARKETING OF PANCHGAVYA MEDICINES: Encouraging the  production and marketing of Panchgavya Medicines with validation of product will be on most vital objective.
f)     RESEARCH, EDUCATION ,TRAINING & AWARENESS ON GOSHALA DEVELOPMENT:   Research , Education , Training and Awareness on Goshala Development  and Prevention of Cruelties on cows and its progenies will be prioritised.
g)   ENACTMENT AND IMPLEMENTATION OF CATTLE PROTECTION LAWS: Enactment and Implementation of cattle protection laws at Centre and State level will be most important task.
h)    LAUNCHING FUND RAISING SCHEMES: Launching fund raising schemes/ programme will be an important task.
i)     HONOUR/ AWARD OF GOOD WORK: Honour/ award of good work done.
j)     ORGANISING SEMINARS, CONFERENCES, WORKSHOPS ETC: Organising Seminars, Conferences, Workshops etc. to interact common man to make people’s movement will be emphasised.
k)   SET UP OF GOSEVA AYOG (S) IN ALL THE STATES :Set up of Goseva Ayog (s) in all the States by providing proper  support to function for real cause will be given more priority .
l)     ACTIVATING OF DISTRICT SPCAS AND STATE ANIMAL WELFARE BOARD Activating of District SPCAs and State Animal Welfare Board in each State will be an most important work and objective.
m) ENCOURAGING THE ESTABLISHMENT OF FODDER BANK: Encouraging the establishment of Fodder Bank and use of   Fodder Storage techniques will be imported more to save the life of animals suffering during natural calamities and dry period of  female animals/ cows when the farmer sale them due to inabilities of feeding and care till their next  production .
n)   CO-OPERATION ,  CORRELATION ,COORDINATION: Co-operation ,  correlation ,coordination and support among AWOs, local Gov(s).  and Other Agencies( India & Abroad) . The proper networking will be prioritised.
o)   SETTING UP  THE KNOWLEDGE BANK OF ANIMAL WELFARE INTELLECTUALS GOSHALA DEVELOPMENT:  A knowledge bank will be established by gathering of animal scientists, policy makers, journalists, animal activists, bureaucrats, veterinarians, social workers, judicial personalities , actors/ cinema/ music personals,

BASIC REQUIRMENTS :
Coordination with Central & State Government
There are several Central Government Ministries and Departments working with several innovative Scheme. Animal Husbandry being State Subject, all the states have enacted several Animal Safety Acts and Rules.
They also draft animal welfare related Schemes.  Board will  have study, enlist, examine and try to work as a Catalyst and may be as Nodal agency where ever possible.
Board will work as a coordinating Agency and an Advisory body with concerned Central & State Departments to restrict illegal transportation, Slaughter, Smuggling, Sacrifice etc all cruelties.

Man Power & Skill Development

Work distribution among all members by constituting required Sub Committees.
Team of Experts and Advisors on different fields will be created.
To proceed towards Cruelty free nation, economically viable Animal Shelters, Training Centres, and so many other targets manpower is the 1st requirement for  which the parent ministry has to be approached  for  need based requirements.

Ø  Looking the region wise requirement, we will suggest the parent ministry to decide for shifting of Main office to Delhi for better coordination and to serve more and more AWOs.
Ø  We will suggest Parent ministry, to proceed  for removing the hurdles in the path of Nominating parliament members as Members of AWBI as provided in the PCA Act. These  6 Members used to be tremendous source of support, sharing workload. Till these members are unable to be nominated Honorable Minister may  Co opt 6 Members to provide boost to Animal Welfare activities.
Ø  To achieve better co-ordination in addressing animal welfare / cruelty issues with cooperation of SAWBs, District SPCAs &  Grass root animal care takers  and to Create and use of  databases for this purpose.
Networking through SAWB and SPCAs

Three Tier system is enacted in The PCA ACT of 1960 to have in animal welfare at all levels.  AWBI with Central Government, States Animal Welfare Boards in the States and SPCAs  in Districts .But the situation is grime. In most of the States either Boards are not constituted or non functioning and Animal Husbandry Departments are playing the Role. Same is the condition in Districts. Not even 20% of the Districts have constituted SPCA though it is a statutory requirement. Hon’ble Supreme Court directions are also to be followed for constitution and effective functioning of SAWBs & SPCAs. Board will endeavour to formulate working plan, advise and work with these agencies.

Applicant organizations are getting annual fund on regular basis from Board after submitting Utilization Certificate of earlier grants received and fulfilling formalities. Board tries to distribute the Grants on the basis of number of applicants and availability of funds from Union Government. Board operate different Schemes of Union Government viz. Shelter Grant, ABC operation Grants, Ambulance Grant, Natural Calamity etc  As a fair estimate, above list denotes not more than 20% of Animal Welfare Organizations.
FUND RAISING
·       It is Suggested that  parent ministry may  provide adequate funding looking the number of AWOs to be served.

·       Animal Husbandry being State subject  as per the Constitution of India and every State Government  must plan for it when making Budgetary provision to serve Animals. State. Board will suitably advise  State Animal Welfare Boards and / or Animal Husbandry Departments to provide funding to its District SPCAs, AWOs and Animal Shelters/Infirmaries as suggested under Sec 35 in PCA Act 1960.

·       There are several Schemes of Ministries  of Agriculture, Renewable Energy, Urban development ,  Food  Processing, Trade & Commerce, Tribal, Social Justice & Empowerment, Minority affairs, Rural Development and Panchayat Raj etc. Board needs to study and work  with different ministries as a Nodal Agency.

·       Taking the advantage of Income Tax Act, Board will come with a Scheme providing opportunity to Industries to come forward to support AWBI in its Endeavour to serve Speechless animals.

·       Millions of NRIs can be a great source of funding the Animal Welfare Activities of the Nation. Board will approach Indian Embassies and High Commissions through Ministry of External Affairs to encourage them to fulfill their desire of serving Speechless animals may be Cow progeny or Dogs in which ever way they feel and at which ever part of the nation they decide. Board will ensure to fulfill their desire.
