Truth behind Animal activist attacking innocent public
We are reading and watching different news and reports of
attacks by so called animal activists. In last three years these incidents are
crossing 75 in number.
I am associated with safety, preservation and economic values of
Cow progeny movement since more than 2
decades.We have not came across this type of situation in last 25 years.
Nation witnessed the brute firing& killing of thousands of
Saints and Gou bhakts who were participating in 1966 peaceful Gou raksha
Andolan in the leadership of Pujaniy
Krapatri ji, Guru Ji govalkar Ji, Atal Ji and many from different corners of
Nation.
We used to read about Cow smugglers, butchers and their
helping politicians and State & Union government officials. But we also
red the appeal and Direction issued. to all concerned departments to take the
cognizance and implement Acts and Rules in Cow safety in letter and spirit by
then Prime Minister Smt Indira Gandhi
Now we hear, read listen
of Gourakshaks attacking, Lynching, beating, killing harassing, persons carrying Meat or transporting animals.
This message is repeated many times by none other but by our beloved Prime
Minister. We support our PM and value his noble intention. But is it not a one
side story? Very few incidents are reported in last three years. Say, 75 in
whole Nation whereas thousands of cases of killing, hurting animal lovers by
illegal animal traffickers are in National Crime Record Bureau. Millions of Animals
are rescued by these Animal lovers at the cost of their lives well known to our
beloved Prime Minister. Is Blaming all animal lovers (Gaubhakts) in the right
direction. Whether, it is not a way supporting animal butchers, smugglers
transporters traders and appeasement of one particular minority?

1. Cow safety means to save Cow progeny from Cruelty, killing,
sacrificing, smuggling and serving old, incapacitated, injured.

2. What is the necessity Our respected freedom fighters valued question of Cow safety
larger than independence and assured nation that after the independence Cow
killing will be prohibited by the single stroke of the pen.

Role of Cow progeny has played a major role in civilization and human development. It
has Commendable and valuable role
in Indian economy, Rural development,
Women empowerment, Health, Cure, Agriculture, Irrigation, Transportation.
·
Medicine lord Dhanvantri worshipped and served Cow progeny and
formulated Panchgvya, Healthy Cow milk, Cow Ghee, Cow Curd, Cow Urine etc. Even
Cow dung was known as environment savior and used to be sprayed on home walls,
kitchens & worship places. Drinking and spraying Cow urine was a common phenomenon.

United Nation says that cause world 18% temperature increase is
due to animal killing and by 2050 world shall be vegetarian. India is also a
participant in Paris Climate Change Agreement. To curb increasing cost of
agriculture, Farmer’s suicide. we have to adopt organic compost, pest repellant
and use Bull power in agriculture, power generation and Cottage industries.

To save water. Land,
forest, human being, environment, health and tradition we have to 1st
save cow progeny. But in cheap greed of money it is valued as source of meat

and Acts & Rules say?

During the detailed discussion in Constituent Assembly Respected
Puroshottamdas ji Tandan, Seth Govinddas, Sri Shyamaprasad Mukharjee like Cow
lovers supported its placement in Fundamental principles. On 24th
November,1948 during the discussion on Cow safety issue Pandit Thakurdas
Bhargav, Sri RV Dhulekar, Prof. Shibbanlal Saxena, Sri Ram Sahay, & Dr.
Raghubir etc argued in its favor.It is also interesting that a Muslim member
Mr. JH Lari United province favored prohibition of Cow slaughter as fundamental
right than placing in Directive principles and to leave rule formation in the
hands of states.

In the same lines, member from Assam Sri Sayad Muhmmad Saidulla
addressed “ Sir, there are issues before the house on two religious and
economic basis. I know that Hindu religion see cow as goddess and can not
think its sacrifice. Religious book KURAN directs Muslims “Laa Ikaraa baa
khudi deen”i.i there shall not be any compulsion in the name of religion.

In
nutshell result of complete discussion in Constituent Assembly that initial
efforts were made for the inclusion of cow slaughter prohibition in Fundamental
Rights BUT most important suggestions and wish and will of Indian citizen were
kept aside and issue was put in Directive principles to the State Code 48 .
Implementation of these following provisions also provide important duty of Cow
safety and preservation

51A Fundamental duties.It
shall be the duty of every citizen of India—(g) to protect and improve
the natural environment including forests, lakes, rivers and wild life,
and to have compassion for living creatures;

48. Organisation of agriculture and animal husbandry.—The State shall
endeavour to organise agriculture and animal husbandry on modern and scientific
lines and shall, in particular, take steps for preserving and improving the
breeds, and prohibiting the slaughter, of cows and calves and other milch and
draught cattle.
·
48A. Protection and improvement
of environment andsafeguarding of forests and wild life.—The State shall
Endeavour to protect & improve the environment & to safeguard the
forests and wild life o the Country .

Honorable Supreme Court of India
confirmed Cow safety in its several decisions specially CJ Sri RC Lahoti
inConstitution Bench in Civil Appeal No
4937-40 of 1998 discussed and upheld on 26th Oct.,2005 Bombay Animal
Preservation (Gujarat) Act Section 2 Ban on slaughter of Cow progeny and found
correct in public interest, Social, Religious & use of Bulls in
Agriculture, Biogas and Environment etc

To fulfill the judicial
and constitutional requirements several Acts and Rules are enacted by Union and
State Governments and are in force today. Commonly 1st seen are
IPC & Cr.PC.
·
Which has provided
immunity to citizen in Code 43. Arrest by private
person and procedure on such arrest.(1) Any private person may arrest or
cause to be arrested any person who in his presence commits a non-bailable and
cognizable offence, or any proclaimed offender, and, without unnecessary delay,
shall make over or cause to be made over any person so arrested to a police
officer, or, in the absence of a police officer, take such person or cause him
to be taken in custody to the nearest police station.(2) If there is reason to
believe that such person comes under the provisions of section 41, a police
officer shall re-arrest him.

IPC Section 428,429 and 153A, 295,506 like several Sections are
applicable on brutal, cruel, illegal animal trade, Transport, killing,
smuggling and sacrifice. Union and
States have enacted Agro Produce
marketing Acts control Sale & purchase of Milk and Agricultural Animals.
Most of the States have enacted Prohibition of Cow Slaughter and Preservation
Acts providing complete safety to speechless animals. Prevention of Cruelty to
Animal Acts 1960 is in force in whole nation. Section 125E of Motor Vehicle
Act, 1988 provide procedure of safe loading and space to be provided to each
animal.

Actually, then Prime Minister
Sri Atal Bihari Vajapai constituted National Commission on Cattle under the
Chairmanship of Justice(Retd) Gumanmal Lodha. Commission submitted REPORT on
problem and solution which is relevant today also

its progeny:- In view of the contribution of Cow and
its progeny in Agriculture, Socio Economic & Cultural Life of our country,
the Department of Animal Husbandry
will be suitably strengthened and empowered for protection and promotion of Cow
and its Progeny.

Necessary
legal framework will be created to protect and promote Cow & its progeny
·
A National Cattle Development Board will be set up to implement a program for the
improvement of indigenous livestock breeds
5. What is the loss to our nation
by this heinous Scam?
1. Today
we see a different nationwide adverse scenario.
2. Last
five yearly Livestock Sample Survey held in 2012 informed 16% reduction in Cow
and Cattle. Export of Cow meat (Beef) is banned but is sent in the name of
Buffalo meat. It is increased from 13.14 Lakh Mt in 2015-16 to 13.31 Lakh MT in
2016-17.
3. As
per fair calculation app 90 million Cow progeny
& Buffalo are purchased in 450 billion and cruelly
transported to Slaughter houses and smuggled to Bangladesh fetching not less
than RS.7-8,000 Billion
4. No sign of reduction in Cow smuggling to Bangladesh. This
heinous meat and animal trade was nor in any Tax net earlier
nor will be covered in GST.
5. Income of Appx. RS.7-8,000 illicit income
from this heinous trade is seen import of fake currency.

6. Appx.RS.1000 Billions distributed as Bribe to politicians and concerned departments.
7. Livestock in Kerala &
Goa is in thousands not in lakhs but consume millions of Cow progeny &
other Cattle every year. In
normal practice, information shall be given to Police BUT whether they listen
and give cognizance to these information . In fact, It is observed that
information of complaint immediately pass on to illegal trader, transporter.
8. Actually, State &
Central Government are equipped with Intelligence forces who must have
information on these crimes also.
9. Not only Police but
Agro Produce Marketing, Transport, Forest, Civic Administration, SSB BSF,
Customs, Animal Welfare Board of India & State Animal Welfare Boards, State
Goseva Ayogs are also responsible to curb, control Crackdown on these
Crimes.

Animal activist comes on Road when these organizations are seen
immune from their responsibilities and a Cow progeny truck Cow loaded in
Rajasthan, Punjab, Haryana reaches Bengal after crossing Delhi, Utter Pradesh,
Bihar Jharkhand and similarly, truck commencing from Karnataka TN reaches
Bengal crossing Andhra Telangana, Orissa Chhattisgarh. This cattle traffic do
not stop here but travel Assam, Arunachal, Mijoram, Tripura and smuggle to
Bangladesh. Sacrificed on Kolkata Roads. More than 4.5 million truck loads are
used to transport and supply smuggle such large number of Cow and Buffalo to
Legal, Illegal slaughter houses, Khatals and smuggling. Whether it is possible
without the knowledge of concerned Police, Transport, National Highway etc
departments

Indian Customs’s Last year seizure & auction data of Rathi,
Haryana breeds and other Cow progeny crossed 1.60 lakh. Whether persons
engaged in this cruel, illegal activities are not Criminals?

Whether seen of bribe of RS1000 billion is invisible to our
beloved Prime minister and Cabinet. Blooded tears can be seen cow lover’s eyes When
he see a truck cruelly loaded with poor Cow and other animals.
13.
Under the immunity under Cr. PC code 43 he put on risk his all
& prefer Cow safety. Certainly, adverse
are seen in all fields and may also be a part of Cow safety movement.
14.
Animal lovers are losing their moral to save and serve
speechless cow progeny and other draught animals which will result in national
loss of Health, hygiene. Agriculture, rural development, women empowerment,
youth employment

What shall we do? Request & suggestion
1.
We request our beloved Prime Minister Sri Narender Modi ji
to crack down on these few fake Cow activists and take most stern action
on these national enemies.
2.
We request the similar timely action on Cattle Mafia,
Transporters, Smugglers, Butchers. Beloved Prime Minister’s words and
directions will be guiding factor. .
3.
And simultaneously please
issue directions to concerned union and state departments to implement
constitutional provisions and related Acts & Rules to control nationwide brutal
cruel cow killing, slaughter, transportation, smuggling and sacrifice etc
criminal activities.
4.
And simultaneously appreciate pat & boost moral of cow loving
animal lovers selflessly serving more than 15,000 Animal shelters, Goshala,
Panjrapol, Animal Welfare Organizations.
